Policy Research Series 撮要 行政長官委任行政會議組成及主要官員 Abstract 1. The Legislative Council will form the nomination committee for the nomination of the Chief Executive. Five Legislative Councillors can nominate a candidate for the Chief Executive to be elected by universal suffrage. 2. The Legislative Council will be elected through proportional representation and the single-vote, single seat system. 30 seats of the legislature will be elected through proportional representation in which the whole territory is a single constituency. The other 30 seats will be elected through the single-vote, single seat system—in which the territory will be divided into 30 geographical constituencies according to the population distribution. Each voter will have two votes. 3. Members of the Executive Council and Principal Officials of the HKSAR government will be appointed by the Chief Executive. As the Chief Executive is elected by universal suffrage and will be responsible to all the voters, Exco members and Principal Officials of the HKSAR government will be made accountable to the people of Hong Kong through the appointment by a popularly elected Chief Executive. |
