建立更有效的道路管理措施
追求更公平的巴士收費方案

背景
民主黨認為，在未來四年，政府需要完善現行的道路管理措施，以應付內部交通的增長及珠三角經濟進一步融合所帶來的交通壓力。另外，現行的巴士收費方式是一種落伍和不公平的安排，我們期望，政府可以與各間巴士公司磋商，尋找一個更公平合理的巴士收費安排。
建議
1. 採取適合的措施，以達到善用道路資源的目標，是民主黨希望政府在制訂政策時，需要達致的施政方針。
2. 現時香港的交通，在某些環節上，並未能夠充份使用道路資源，最明顯的例子是地緣相近的隧道/高速公路的交通流量極不平均，造成某些路面過份擠塞，紅隧和西隧、三號幹線和屯門公路都是兩個較為明顯的例子。
3. 為了平均交通流量，善用道路資源，民主黨建議政府分階段向隧道公司購回隧道的專營權，並成立一個法定的「隧道及橋樑管理局」，由政府運用價格手段，重新調整各條隧道的收費水平，讓駕駛者無須集中使用某一條隧道或道路，使到交通流量可以較平均的分佈，減少擠塞情況。
4. 隨著中環商業區的交通擠塞情況日益嚴重，民主黨認為在有足夠的配套設施下，政府可開展電子道路收費計劃。有關的配套設施包括需要有其他替代道路選擇，讓駕駛者無須被迫進入收費區域，而一些交通工具 (例如巴士、小巴和緊急車輛) 進入區域是可豁免收費，當這些配套設施成熟時，民主黨認為，實施電子道路收費可紓緩中環商業區的擠塞情況。
5. 民主黨亦期望公共交通機構在釐訂票價機制時，能從公平合理的角度出發，釐訂車資。就此，民主黨對現行的巴士收費制度進行了研究，在參考了其他國家/地區的經驗後，我們建議各間巴士公司可採取先進的讀咭技術，以按距離收費的原則，釐訂每站的車資水平，減少乘客多付車資的情況。
Abstract
Transport Policy
1. The Government should adopt appropriate measures to meet the objective of economic use of road resources.
2. At present, road resources cannot be utilized as traffic volume, in some areas, is very unbalanced. The most quoted examples of unbalanced traffic volume are the Cross Harbour Tunnel and West Harbour Tunnel as well as the Route 3 and the Tuen Mun Road.
3. In order to make the road resources in better use, the Democratic Party recommends the government to buy the franchises back in phases towards the tunnel companies. The government should set up “The Tunnels and Bridges Authority”, which is statutory in nature, to regulate the levels of toll of different tunnels.
4. There are growing concerns that the traffic congestion in Central Business District is a problem to solve. the Democratic Party will support the government to launch the Electronic Road Pricing Scheme in the district on the condition that the drivers have alternative routes for not entering the charging zone and the owners of public vehicles as well as emergency cars can be exempted from the charges,.
5. The Democratic Party also urges the public bus companies to work out a fairer fare mechanism. By looking at the overseas experiences, the party suggests that the companies should adopt an advanced octopus reading cards technique so that the level of sectional fares can be solely determined by the factor of distance.
