諮詢文件四：社會福利 Consultation Paper 4: Social Welfare
長者安居樂
撮要
根據政府統計顯示，到2031年本港65歲以上的長者人口會將會增至212萬人，即四個人當中便有一個老人，佔整體人口的24.3%。長者人口不斷增加，住屋需求也會隨之上升。
民主黨就安老院、公屋、私樓三大住屋範疇提出改善建議。
建議包括：
為安老院引入評級制度；
推行錢跟人走、讓長者選擇院舍權的計劃；
改善公屋規劃，增設小型單位讓長者申請居住並提供適當的社會服務配套；
及，建議放寬公屋輪候資格，讓持有物業的長者把物業交予非政府機構託管，所得的租金或出售物業收入可用以支付公屋租金。
Abstract
It is estimated that in 2031 the population of elderly, who aged 65 or
over, will soar to 2.12million, which is amount to 24.3 per cent of the
total population at that time. The Democratic Party suggests revamping
our housing policy to accommodate this change.
Our suggestions are:
(a) to introduce the system of accreditation of all residential care homes
for elderly;
(b) to adopt the coupon system to residential care homes services, so
that elderly can choose suitable residential home services;
(c) to improve the planning of our public house and to increase construction
of small flats for elderly with supporting social services;
(d) to relax the requirement for public house to allow elderly who own
aging and dilapidated properties can be embraced in the waiting list.
