Abstract

1. Hong Kong is unable to provide her citizen with an environment to live a healthy life, in spite of the high level of economic development achieved nowadays. A movement of Health for All should be launched to bring people with better health.

Healthy Communities
2. We should work for clean communities. The task of the top priority is to adopt measures to improve air quality, so that people here have fresh and clean air. We should
Ć reduce vehicle emission, and
ƒÜ prohibit ¡§second-hand smoking¡¨.

3. We should improve community facilities, so that people can use sports and recreational facilities in the community with convenience and variety.

4. We should improve the community environment, so as to prevent infectious diseases from spreading.

5. We should conduct community health assessment, so that each community can base on the assessment results to develop its strategy and decide the working priority.

Healthy Working Environments
6. We should pay efforts to improve industrial safety and occupational health, includes:
Ć Enhancing law enforcement and demanded employers to follow the safety management system; and
ƒÜ Facilitating employers and employees to improve health measures in work sites, by conducting survey, making indicators and providing options on occupational health of the ¡¥white collar¡¦.

Health for the Young and the Old
Healthy Aged
7. Although the public health sector charged medical fees at a low level, most aged people spend a large part of their expenditures on medical services. For aged persons using public medical services, the government should provide half-fee benefits.

8. The shortages of resources resulted in long waiting time in the general out-patient clinics and specialist out-patient clinics. In addition to providing more resources and improving services, the government should establish a comprehensive primary medical system, so as to provided early intervention for disease prevention and treatment.

9. In view of the poor conditions of oral health among the aged, the government should provide resources to subsidize aged people for dental services.

10. In view of the high depression and suicide rates among the aged, the administration should seek improvements in town planning, building design and other aspects, so as to enable aged people to maintain communications and mutual supports with others in the community. Meanwhile, we should enhance supporting services to carers of the aged people, study on setting up a carers allowances system, so as to prevent the aged people from depression and suicide due to the lack of community supports.

Healthy Younger Generation
11. The younger generation concern with their weights and body figures but lack of related health knowledge. Many of them are under the risks of improper management, which may adversely affect their health conditions in the long run. We should provide them with more information and activities regarding fitness, diet, weight control and etc in schools and mass media, in order to assist the younger people to develop more healthy diet and life styles.
