Abstract
Cooperation between Private and
Public Health Services
1. The lack
of balance between the public and private health sectors nowadays leads
to wastages of manpower and resources in the private sector, insufficient
resources in the public sector, adversely affecting the quality of public
services, as well as the lack of public resources for disease prevention.
Principles
2. The principles of enhancing cooperation between
the private and public health services should be:
ƒÜ to increase patients¡¦ choices of medical services;
Ć to facilitate citizens to choose between public and private services
without compelling patients to private services;
Ć to fulfil the obligations of the public sector to provide patients with
necessary services.
Recommendations
Enhancing Services Interfacing
3. The public sector should allocate more resources
to services unaffordable by most citizens, and appropriately adjust public
resources spent on affordable services.
Developing Non-profit Medical
Services
4. The Hospital Authority should seek cooperation
with non-governmental organisations to develop self-financing non-profit
making health services, with its fee levels, waiting time and other aspects
interpose between public and private health services.
Sharing Facilities, Resources
and Experiences
5. The private and public sectors should make full
use of resources of each other, such as the sharing of the most sophisticated
clinical information, medical devise and etc.
Referring Patients
6. To facilitate patients in waiting lists of public
sector turning to private sector for treatments, the public and private
sectors should work out patient referring procedures, so as to ensure
service interfacing and avoid repetitive screenings and diagnosis. Moreover,
patients should be allowed to return to the public sector whenever necessary.
Clear and Fixed Price
7. The public health sector should liaise with private
hospitals to formulate service packages, so that patients can estimate
their health expenditure. Moreover, the Hospital Authority should help
to provide patients with information of private medical services.
Encouraging Medical Insurance
8. The government should provide tax allowances
to encourage citizens to purchase medical insurances, so as to improve
the balance of the private and public health services.
