有關公屋租金、剩餘居屋、私人樓宇維修及管理

公屋租金問題:

民主黨語音調查顯示,有66.2%的市民贊成經濟條件愈差的公屋住戶,所交的租金應該愈少。我們建議房委會可以引入「分級租金概念」,採取經濟條件愈差的公屋住戶,減租幅度愈高的原則

再者,調查發現,有多達50%受訪市民均支持把現有的公屋分批出售,以增加房屋委員會的收入。事實上,政府經常指公屋是一種「負擔」,加重了當局的財政壓力,為何政府不可以出售公屋計劃,減少負擔。


剩餘居屋問題:

民主黨希望政府能夠預留空間,就居屋問題再檢討。但是,大眾市民十分氣憤的是,就是政府對於現時兩萬居屋空置單位的議而不決態度,還要繼續繳付維修及保養費用,虛耗大量公帑。

私人樓宇的管理及維修問題:

民主黨建議政府可推行強制驗樓,計劃開始時,政府可以提供第一次免費檢查;5年之後,樓齡超過20年的個別屋苑或大廈要自行實施驗樓計劃,繼而進行維修工程,確保居民安全;若大廈欠缺維修基金,政府可作提供免息或低息貸款,以協助個別屋苑或大廈進行驗樓。長遠而言,民主黨認為當局應鼓勵業主加強日常維修及定期修葺的意識。

Housing problem

Problem of public housing rent policy

The poll by Democratic Party found that 66.2% respondents to a survey agree a rent varies according to how much a tenant earns. We suggest the Housing Authority would consider setting different rental reductions according to tenants' income levels.

Also, more than half of the respondents to a survey on public housing think the Housing Authority should sell public blocks in stages in order to increase the cash flow. Indeed, the Government always complains that public housing is a burden and it increases financial pressure on the administration. Therefore, by selling public flats, the authority could ease its financial hardship.

Surplus of HOS flats

Democratic Party suggests that the Government retain the Home Ownership Scheme (HOS) with some flexibility in which the Government can adjust the number of flats supplied to ensure that market demand is satisfied. However, people are angry that the Government has not yet made a decision of the 20,000 vacant Home Ownership Scheme flats. Furthermore, the Government need to pay for the management fees, and it spends public funds too freely.

Building Management and Maintenance of buildings

Democratic party suggests the Government introduce a mandatory building safety inspection scheme (BSIS) to all buildings aged 20 years or above. Under the scheme, property owners should check their building every five years, ensuring all buildings meet the minimum hygiene standard. The Government can implement such a scheme step by step, providing free inspection services in the first year and then requiring property owners to examine their building regularly. For a long run, Democratic party urges the Government that they should encourage the properties owners to ensure that their buildings are in good repair .
