諮詢文件九:規劃地政 Consultation Paper 9: Planning and Land

撮要

香港作為一個國際大都會,發展一日千里,為了建設未來,我們必定需要為香港制訂長遠發展的政策。

香港的未來規劃

改善生活環境:
本港不少地區樓宇及住屋的密度過高,民主黨認為政府要盡快落實施降低新發展市鎮/ 市區的地積比率,樓宇及住屋的密度亦要逐步降低。而且,當局應要照顧長者的生活需要和習慣,比如在公共屋h和公園等地為他們提供多些休憩用地。

大家也不難發現一些民居的毗鄰用地,往往有一些不受歡迎的設施(墳場、工業用地、殯儀館等),其實,當局應該改善現存的情況,令到土地的運用能互相配合,徹底解決問題。

加強與內地聯繫:
政府應該加強與大陸的聯繫,以應付跨境活動增加的需要。事實上,民主黨建議政府考慮中國粵西的發展策略,從而配合粵西的經濟發展。

保護文物古蹟:
民主黨認為當局要全面檢討現時的「古物及古蹟條例」,修改法例以減低私人業主不合理地拆卸古蹟的機會。

土地管理:
當局應該盡快有系統地測量地界,解決現時因欠缺有效機制處理遺失土地契約或土地契約難以辨認引起的糾紛。另外,民主黨建議要加快堵塞法例漏洞,清楚列明農地地途,避免造成灰色地帶,這樣才可保護鄉郊地區的景緻。

加強地區的設施配套
不少新市鎮的基本康樂、消閒及社會服務設施均十分缺乏,因此,政府在規劃用地發展時,應配合人口增長及該區的發展,政府亦需要不時檢討現時「香港規劃標準與準則」。

Abstract

Future development of Hong Kong

Enhancing the quality of our living:
There is a question of development density for the newly developed towns and downtown areas in Hong Kong, Democratic Party urges to lower the population density by reducing as soon as possible the plot ratio of newly developed towns and downtown areas. The development density should be gradually decreased for planning future development areas. Moreover, the authority ensures that all premises such as public housing and parks, have ample facilities and open areas to meet the demands of the elderly .

You may discover that there are essential but unwelcome facilities which close to the residential area (graveyard, industrial areas and funeral homes, etc), indeed, the authority need to improve the difficulties thoroughly, and identify suitable sites which are acceptable to the community.

Closer Links With The Mainland:
Hong Kong Government has to foster further economic and social interactions with China. Besides, we should consider the development of Western part of China and match the economic development between these two places.

Conservation of Cultural Heritage:
Democratic Party suggests the Government conduct a comprehensive review of the Antiquities and Monuments Ordinance, with a view to amending the Ordinance. Therefore, the Government would be vested with more powers in heritage preservation and decrease the chances of private owners demolishing historical building.

Land management:
The Government should conduct a systematic boundary survey as soon as possible in order to resolve disputes caused by the lack of an efficient mechanism to handle land title deeds. Furthermore, Democratic Party suggest that the Government need to tighten up the monitor of land use and to prohibit any piece of land in the New Territories from being illegally occupied or from changing the purpose of land use without authorisation.

Improving Community Facilities:
There is lack of recreation, leisure and community facilities in New Towns. In planning new development areas the Government should maximize the opportunities for recreation and community facilities. Also, the Government should review The Hong Kong Planning Standards and Guidelines (HKPSG) from time to time.
